The Legislature\u2019s Joint Committee on Redistricting released a draft last week of redrawn State House and Senate districts based on the 2020 Census count.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most dramatic shifts is in the Merrimack Valley, where the proposal creates a new Hispanic-Latino majority Senate district made up of Lawrence, Methuen, and parts of downtown Haverhill.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.masslive.com\/resizer\/a8e-bNXtPxYzs-Hla50oCdq4WMs=\/1280x0\/smart\/image.masslive.com\/home\/mass-media\/width600\/img\/breakingnews\/photo\/2017\/10\/27\/3ada5cf301d15a82badf1edfbaf6ccfdjpg-86e3041cca38d220.jpg\" alt=\"\"\/><figcaption><a href=\"https:\/\/bloximages.chicago2.vip.townnews.com\/gloucestertimes.com\/content\/tncms\/assets\/v3\/editorial\/2\/95\/295f7ff4-2b99-11ec-802b-e7b7b3e031a6\/6165ed2d659b3.pdf.pdf\" data-type=\"URL\" data-id=\"https:\/\/bloximages.chicago2.vip.townnews.com\/gloucestertimes.com\/content\/tncms\/assets\/v3\/editorial\/2\/95\/295f7ff4-2b99-11ec-802b-e7b7b3e031a6\/6165ed2d659b3.pdf.pdf\" target=\"_blank\" rel=\"noopener\">Senate redistricting map book<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you look at the voting patterns, you see that it\u2019s very polarized,\u201d Sen. William Brownsberger, D-Belmont, co-chair of the committee, said in an interview with WWLP. \u201cHispanics vote for Hispanic candidates predominantly, and non-Hispanics vote for non-Hispanic candidates predominantly in that area. The (current) grouping of communities is such that the choice of the Hispanic voters is unable to get elected.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the plan, a new Lawrence-centered, majority-minority state Senate district would be created by moving the city and a section of Haverhill out of the Second Essex and Middlesex Senate District.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not fair. Nobody in the community was asking for a Senate district like this,\u201d Rep. Andy Vargas, D-Haverhill <a href=\"https:\/\/www.andovertownsman.com\/new-political-maps-would-shake-up-legislative-districts\/article_1b4bb84a-2ba0-11ec-8292-8be3ab64dfa5.html\" data-type=\"URL\" data-id=\"https:\/\/www.andovertownsman.com\/new-political-maps-would-shake-up-legislative-districts\/article_1b4bb84a-2ba0-11ec-8292-8be3ab64dfa5.html\" target=\"_blank\" rel=\"noopener\">told<\/a> the Andover Townsman. Vargas has led opposition from the region to the new maps. \u201cThey\u2019re segregating Haverhill into two parts and packing all the Latino voters into the new Lawrence district, which will dilute their votes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carving out a section of downtown Haverhill for the new 19th Senate district will create a new \u201cmajority-minority\u201d district where more than 50% of the voting-age population are Hispanic-Latino.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/thearcofmass.org\/wp-content\/uploads\/2014\/08\/Owens-State-House-1.jpg\" alt=\"Three High Priority bills of The Arc Headed for Governor&#39;s Signature\"\/><figcaption><a href=\"https:\/\/bloximages.chicago2.vip.townnews.com\/gloucestertimes.com\/content\/tncms\/assets\/v3\/editorial\/5\/2f\/52fb3f76-2bab-11ec-9d51-c3ee291458ae\/61660bc37a981.pdf.pdf\" data-type=\"URL\" data-id=\"https:\/\/bloximages.chicago2.vip.townnews.com\/gloucestertimes.com\/content\/tncms\/assets\/v3\/editorial\/5\/2f\/52fb3f76-2bab-11ec-9d51-c3ee291458ae\/61660bc37a981.pdf.pdf\" target=\"_blank\" rel=\"noopener\">House redistricting map book<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In the House, the proposed map would create 33 new \u201cmajority-minority opportunity\u201d districts from the 20 put in place in 2011, where non-Hispanic white residents constitute less than 50-percent of the overall population.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;re pleased with the large block of majority-minority districts that begin in the heart of Boston and extend all the way to Brockton,&#8221; said Beth Huang, director of the Massachusetts Voter Table and a leader with the Drawing Democracy Coalition. Huang said in an <a href=\"https:\/\/www.wbur.org\/news\/2021\/10\/12\/mass-house-plan-would-create-33-majority-minority-districts\" data-type=\"URL\" data-id=\"https:\/\/www.wbur.org\/news\/2021\/10\/12\/mass-house-plan-would-create-33-majority-minority-districts\" target=\"_blank\" rel=\"noopener\">interview <\/a>with WBUR that she expects to see a new Black legislator from Brockton emerge in 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate are accepting feedback on their proposals from the public before putting the proposed maps to a vote. The numbers also guide the drawing of state legislative districts and local election precincts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hispanics-Latinos make up 62.1 million of the U.S. population, a 23-percent increase from 2010 to 2020, the Census Bureau announced this month..&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group accounted for more than 50-percent of the country\u2019s growth, rising to nearly 20-percent of the population.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Massachusetts, the percentage of the population identifying as Hispanic or Latino grew from 9.6-percent (627,000 people) to 12.6-percent (887,000).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New political maps are being drawn for Massachusetts.
