However, all too often, and at an increasing rate, many Latinos are living in multigenerational or multifamily situations not by choice but due to economic need, <a href=\"https:\/\/www.latinopolicyforum.org\/blog\/doubled-up-living-vs-multigenerational-homes-a-latino-perspective\" target=\"_blank\" rel=\"noopener\">writes <\/a><a href=\"https:\/\/www.latinopolicyforum.org\/about\/our-staff\/anna-arzuaga\" target=\"_blank\" rel=\"noopener\">Anna Arzuaga<\/a>, the Housing Policy Analyst for the Latino Policy Forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such economically necessitated living arrangements are referred to as \u201cdoubling-up.\u201d Doubled-up living is a survival strategy in response to financial distress and depends on mutual support systems within the extended family network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.lacasanorte.org\/leadership\" target=\"_blank\" rel=\"noopener\">La Casa Norte<\/a>, a nonprofit that helps unhoused youths and families -follows a Housing First model. The organization offers a continuum of housing resources and services to Chicago\u2019s West and South Side communities who experience or are at risk of homelessness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jose Mu\u00f1oz, Executive Director of La Casa Norte was a guest on the program&nbsp;<a href=\"https:\/\/cantv.org\/3Questions\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201c3 Questions With\u2026\u201d<\/a>&nbsp;hosted by&nbsp;<a href=\"https:\/\/twitter.com\/HugoBalta\" target=\"_blank\" rel=\"noreferrer noopener\">Hugo Balta<\/a>, publisher of IL Latino News.<\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"3 Questions With...Jose Mu\u00f1oz, Executive Director of La Casa Norte\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/pwWxXDYqFKY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There&#8217;s about 19,000 individuals that are experiencing homelessness in the city of Chicago that are Latino,&#8221; said Mu\u00f1oz. &#8220;About 91% of them are doubled-up.&#8221; A dangerous situation contends Mu\u00f1oz, especially for young people who run the risk of being abused and trafficked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Research indicates that the Latino community&#8217;s homeless population has been inaccurately represented in data due to the common practice of multigenerational living. This is because the Department of Housing and Urban Development&#8217;s (HUD) definition of homelessness does not consider those who live doubled-up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As numerous housing assistance programs and services heavily depend on HUD funding, individuals in these populations do not meet the criteria established by HUD, rendering them ineligible for a wide range of support services.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"suggestion-doubling-up-homelessness-an-invisible-crisis\">SUGGESTION: \u2018Doubling Up\u2019 Homelessness: An Invisible Crisis<\/h4>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"836\" src=\"https:\/\/latinonewsnetwork.com\/illn\/wp-content\/uploads\/2023\/12\/img_0744-1-1024x836.jpg\" alt=\"\" class=\"wp-image-5062332\" srcset=\"https:\/\/latinonewsnetwork.com\/illn\/wp-content\/uploads\/sites\/8\/2023\/12\/img_0744-1-1024x836.jpg 1024w, https:\/\/latinonewsnetwork.com\/illn\/wp-content\/uploads\/sites\/8\/2023\/12\/img_0744-1-300x245.jpg 300w, https:\/\/latinonewsnetwork.com\/illn\/wp-content\/uploads\/sites\/8\/2023\/12\/img_0744-1-768x627.jpg 768w, https:\/\/latinonewsnetwork.com\/illn\/wp-content\/uploads\/sites\/8\/2023\/12\/img_0744-1.jpg 1170w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, housing advocates launched the <a href=\"https:\/\/abc7chicago.com\/chicago-city-council-homelessness-2024-ballot-real-estate-transfer-tax\/14023341\/\" target=\"_blank\" rel=\"noopener\">\u2018Bring Chicago Home\u2019<\/a> campaign, which calls for a dedicated revenue stream that would provide permanent affordable housing and wraparound services to those experiencing homelessness by increasing the tax rate buyers pay on property sales over $1 million. &#8220;It&#8217;s a historic opportunity to really end homelessness in Chicago and serve the double up population,&#8221; said Mu\u00f1oz by leveraging new funding for homelessness services and affordable housing programming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chicago\u2019s City Council adopted and passed a binding referendum in&nbsp;<a href=\"https:\/\/blockclubchicago.org\/2023\/11\/07\/bring-chicago-home-heads-to-chicago-voters-after-council-passage-tuesday\/\" target=\"_blank\" rel=\"noopener\">early November<\/a>. It will now be up to voters to decide if it will be implemented in the upcoming March primary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mu\u00f1oz knows all too well what it&#8217;s like to be in a double-up situation. &#8220;We bounced around a lot,&#8221; remembers Mu\u00f1oz about being a child, with his siblings, and his mother having to live with aunts, uncles, and friends and family. &#8220;We were part of those invisible families that were experiencing homelessness, but never got counted.&#8221; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mu\u00f1oz&#8217;s life changed the day his daughter was born. &#8220;I made a promise to that little girl. I was not going to allow her to be homeless or to bounce around or live the way that I did,&#8221; he said. Mu\u00f1oz, like his mother before him, worked multiple jobs. He often had to decide between keeping himself housed or his daughter. He did not live with her at the time. &#8220;I chose to keep her housed which meant (me) staying with friends. I was doubled-up. There were moments when I was living out of my own car; slept at work,&#8221; he remembered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It took Mu\u00f1oz about ten years before he felt he was stably housed and was able to get a higher education. He has a bachelor&#8217;s degree in business from Chicago State University. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mu\u00f1oz joined La Casa Norte in February 2020. &#8220;When I got to La Casa Norte; for me it was a dream come true because now I got to do something that was directly related to how I grew up,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mu\u00f1oz&#8217;s advice for people who like him are experiencing homelessness is to never give up and to ask for help. &#8220;Don&#8217;t be afraid to ask for help. Homelessness didn&#8217;t define who I was; it was just a situation I was in.&#8221;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p
