In November 2014, President <a href=\"http:\/\/m.newstimes.com\/search\/?action=search&amp;channel=local&amp;inlineLink=1&amp;searchindex=gsa&amp;query=%22Barack+Obama%22\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">Barack Obama<\/span><\/a> announced two programs by executive action that could shield roughly 4 million people from deportation and grant them the legal right to work in the U.S. Idrovo said she and her two brothers would be included in that group.<\/div>\n<\/div>\n<\/div>\n<div class=\"fixed-asset perfectPixel\">\n<!-- hearst\/item\/standalone.tpl --><\/p>\n<div class=\"hdnce-e hdnce-item-34677\">\n<!-- mid:freeform.34677 --><\/p>\n<div id=\"ndn-video-player-1\" class=\"ndn_embed ndn_embedding ndn_embedContainer ndn-widget-embed-1 ndn_embedded\"><!-- \/ hdnce-e -->&#8220;It was absolute happiness,&#8221; she said. &#8220;It was a feeling that we would get out from the shadows.&#8221;<\/div>\n<\/div>\n<\/div>\n<p>But her elation was short-lived. Texas and 25 other states sued to block the new initiatives soon after they were announced, and lower courts have ruled in their favor. The programs have never taken effect, and the Supreme Court\u2019s decision on the matter could come later this week as its term is wrapped up.<br \/>\n&#8220;I was devastated,&#8221; she said. &#8220;I felt like I was small again.&#8221;<br \/>\n&#8220;It has been over a year that I could have worked at a better job, over a year that I could have gotten more scholarships for universities,&#8221; she said.<br \/>\nIdrovo, who graduated from <a href=\"http:\/\/m.newstimes.com\/search\/?action=search&amp;channel=local&amp;inlineLink=1&amp;searchindex=gsa&amp;query=%22Naugatuck+Valley+Community+College%22\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">Naugatuck Valley Community College<\/span><\/a> last week, recently went to Washington, D.C., with her brother to hear the Supreme Court arguments in the case.<br \/>\nLast February, the Texas federal court preliminary blocked the president\u2019s executive actions. About nine months later, the <a href=\"http:\/\/m.newstimes.com\/search\/?action=search&amp;channel=local&amp;inlineLink=1&amp;searchindex=gsa&amp;query=%22Court+of+Appeals%22\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">Court of Appeals<\/span><\/a> for the Fifth Circuit upheld the lower court\u2019s ruling, causing the <a href=\"http:\/\/m.newstimes.com\/search\/?action=search&amp;channel=local&amp;inlineLink=1&amp;searchindex=gsa&amp;query=%22U.S.+Justice+Department%22\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">U.S. Justice Department<\/span><\/a> to seek a Supreme Court review of the decision \u2014 which was granted this January. A Supreme Court decision is expected by late June.<br \/>\nA decision in favor of the administration would allow the programs to take effect in the waning months of Obama\u2019s presidency. A loss or even a tie vote (possible because of the vacancy created by <a href=\"http:\/\/m.newstimes.com\/search\/?action=search&amp;channel=local&amp;inlineLink=1&amp;searchindex=gsa&amp;query=%22Justice+Antonin+Scalia%22\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">Justice Antonin Scalia<\/span><\/a>\u2019s death in February) would block them for the foreseeable future.<br \/>\nThe programs announced by Obama in November 2014 would apply to parents whose children are citizens or are living in the country legally \u2014 called Deferred Action for Parents of Americans (DAPA).
