Marilyn Moore (D-Bridgeport) called on Bridgeport city officials to release the investigative report on a party bust up on Colorado Avenue in 2017, the report has been released, according to ctpost.com.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Police are accused of violating a Latino&#8217;s civil rights when they were called to investigate a noise complaint on Oct. 21, 2017 during a backyard party. In total 45 officers responded to the complaint.<\/p>\n\n\n<p class=\"wp-block-paragraph\">According to the\nConnecticut Post, one of the party attendees, Carmelo Mendez filed a complaint\nstating he was punched and kicked by officers while handcuffed. He provided\nvideo that he said supports his claims.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The city\u2019s Office of\nInternal Affairs issued a 405-page report on the incident following two-year\ninvestigation. Chief Armando Perez confirmed that the report cites 17 police\nofficers for violating police department regulations, according to ctpost.com.\nThe report was completed on Nov. 16, 2018.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Hearst Media\nCorporation had filed a FOIA request in early January for release of the report,\nbut it wasn\u2019t until Moore publicly called on the city\u2019s Office of Internal\nAffairs, that the report was released.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Two of the\nofficers cited in the report have committed suicide.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In its review of the report, ctpost.com reported that police officers were found to be in violation of numerous policies and procedures.  <br \/>The report found that Sgt. Paul Scillia used excessive force, failed to supervise and was not truthful when making statements during the investigation. \u201cThe use of force used by Sergeant Paul Scillia was excessive, unnecessary and unreasonable based on the facts and circumstances gathered,\u201d the report said. <\/p>\n\n\n<p class=\"wp-block-paragraph\">The report went on\nto say that the investigator found \u201comissions, inaccuracies and statement which\nwere simply not true.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">The report also found that Sgt. Mark Belinkie, who committed suicide on March 2, had failed to supervise and provide medical attention.  <br \/>He was serving as the booking sergeant. The report said he did not \u201cadequately notify his commanding officer\u201d about having witnessed a police officer drag a partygoer up the booking ramp, however he did stop the officer. He also failed to make sure the partygoer who had been dragged, and had told him he had pins in his leg, received medical attention.  <\/p>\n\n\n<p class=\"wp-block-paragraph\">The\nreport also cited Lt. Robert Sapiro for failure to supervise. At the time of\nthe incident, Sapiro was the \u201cofficer in charge\u201d for all Bridgeport police\nofficers. According to the report, Sapiro turned his back when officers were\nusing excessive force against a partygoer, \u201ccompletely ignoring what is taking\nplace with the officers.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Other officers cited in the report are detective Kenneth Fortes for truthfulness and inaccurate reporting; officer Michael Stanitis for excessive force and truthfulness; officer Daniel Faroni for excessive force and failure to protect property; officer Joseph Cruz for excessive force and truthfulness; officer Adam Szeps for truthfulness and failing to call for medical attention for an injured partygoer; officer Douglas Bepko for truthfulness; officer Todd Sherback for public contact; officer Joseph Pires for truthfulness and inaccurate reporting; officer Matthew Johnson for inaccurate reporting; officer Linet Castillo-Jimenez for truthfulness; officer Natalie McLaughlin for truthfulness and inaccurate reporting; officer Michael Mazzacco for using a racial slur; officer Stephen Silva for failure to call for medical attention for an injured partygoer; officer Thomas Lattanzio (committed suicide on Dec. 4, 2017) for excessive force and truthfulness; civilian detention officer Jose Figueroa for excessive force; civilian detention officer Paul Humphrey for public contact.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><em>Source:
