{"id":5084490,"date":"2019-04-22T00:00:00","date_gmt":"2019-04-22T04:00:00","guid":{"rendered":"https:\/\/ctlatinonews.com\/state-bill-seeks-to-lower-sky-rocketing-cost-of-prescription-meds\/"},"modified":"2019-04-22T00:00:00","modified_gmt":"2019-04-22T04:00:00","slug":"state-bill-seeks-to-lower-sky-rocketing-cost-of-prescription-meds","status":"publish","type":"post","link":"https:\/\/latinonewsnetwork.com\/ctln\/2019\/04\/22\/state-bill-seeks-to-lower-sky-rocketing-cost-of-prescription-meds\/","title":{"rendered":"State bill seeks to lower sky-rocketing cost of prescription meds"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">By <a href=\"https:\/\/twitter.com\/vickiadame\" target=\"_blank\" rel=\"noopener\">Vicki Adame<\/a>, <a href=\"http:\/\/ctln.local\/\" target=\"_blank\" rel=\"noopener\">CtLatinoNews.com<\/a><\/p>\n\n\n<p class=\"wp-block-paragraph\">As\nthe price of prescription medications continues to rise, a bill making its way\nthrough the state legislature looks to bring prices down.<\/p>\n\n\n<p class=\"wp-block-paragraph\">House bill 7174, contains several proposals that would lower prescription drug prices which would help people have access to the medication they need.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Among\nthose supporting the bill is AARP Connecticut. <\/p>\n\n\n<p class=\"wp-block-paragraph\">&#8220;HB 7174 is the most substantial effort by the state to lower the price of prescription medications we are seeing&#8221;, said <a href=\"https:\/\/twitter.com\/AAarpct\" target=\"_blank\" rel=\"noopener\">Anna Doroghazi<\/a>, associate state director \u2013 advocacy and outreach, <a href=\"https:\/\/www.facebook.com\/AARPCT\" target=\"_blank\" rel=\"noopener\">AARP Connecticut<\/a>. <\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\nknow Americans are paying the highest prices in the world for brand name\nprescription medication. We know when they can\u2019t afford them it is a life or\ndeath issue,\u201d Doroghazi, said, adding that 40 percent of older Americans are\nconcerned they will have to choose between food and medication.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In a recent <a href=\"https:\/\/www.aarp.org\/content\/dam\/aarp\/research\/surveys_statistics\/health\/2019\/hispanic-latino-voters-prescription-drug-survey-fact-sheet.doi.10.26419-2Fres.00295.004.pdf\" target=\"_blank\" rel=\"noopener\">study<\/a> conducted by AARP, Hispanic\/Latino voters said the main reason for not filling a prescription was the high cost. 78 percent of those surveyed say they take prescription drugs on a regular basis, 97 percent indicate they take medications on a daily basis, according to the report.<\/p>\n\n\n<p class=\"wp-block-paragraph\">HB 7174 seeks to lower prices through several steps, she said. First, it would allow the state comptroller to set up a prescription drug purchasing program, using the state\u2019s buying power to negotiate lower prices for participating individuals and pharmacies.<\/p>\n\n\n<p class=\"wp-block-paragraph\">It\nwould also require pharmaceutical companies to disclose to the public any\nagreements that would delay or prevent generic drugs from becoming available to\nconsumers. These agreements, known as \u201cpay-for-delay,\u201d end up costing consumers\nan estimated $3.5 billion in higher prescription costs every year, Doroghazi\nsaid.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Certain\nprivate employers would be able to use the state comptroller\u2019s purchasing power\nto buy prescription drugs for their employees. And with limited exception, it\nwould prohibit pharmacy benefits managers and insurance companies from\nrecouping any portion of a claim that was paid to a pharmacy or pharmacist.<\/p>\n\n\n<p class=\"wp-block-paragraph\">And\nHB 7174 calls for the creation of a task force to study the issue of drug\nimportation. Connecticut would not be alone in this practice. Other states are\nlooking into re-importing drugs from countries that have negotiated lower\nprices for consumers. Last year, Vermont passed the first-in-the-nation\nlegislation allowing drug re-importation from Canada.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Prescription\ndrugs account for more than 30 percent of health insurance premiums, according to\nthe Universal Health Care Foundation of Connecticut, which also supports the\nbill. As premiums climb, individuals are also spending more and more out of\npocket for their medications due to high deductibles, increasing co-pays and\nexpensive co-insurance payments, the foundation said. <\/p>\n\n\n<p class=\"wp-block-paragraph\">The\nfoundation said that a recent poll found:<\/p>\n\n\n<ul class=\"wp-block-list\"><li>88\npercent of people regularly take a prescription medication<\/li><li>50\npercent have private insurance<\/li><li>64\npercent who buy private insurance worry they won\u2019t be able to afford their prescriptions.<\/li><\/ul>\n\n\n<p class=\"wp-block-paragraph\">The\nInsurance and Real Estate Committee <a href=\"https:\/\/www.cga.ct.gov\/asp\/menu\/CommDocTmyBillAllComm.asp?bill=HB-07174&amp;doc_year=2019\" target=\"_blank\" rel=\"noopener\">heard\ntestimony<\/a> \u2014 both for and against the bill \u2014 on Feb. 28.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Doroghazi said misconceptions about the bill amount to the belief that changes to the status quo would be bad for consumers.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\nbill\u2019s opposition has said that HB 7174 would be disruptive to the\npharmaceutical industry, and they mean that as a bad thing. Our position is\nthat an industry that\u2019s making billion dollar profits off of people who can\u2019t\nafford medication, is an industry that should be disrupted,\u201d Doroghazi said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The cost of rising medications has forced people to make extreme choices, Doroghazi said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">AARP\nConnecticut has seen its members go to Canada to buy their prescriptions.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\ngot a call recently from a physician who specifically sends people to Canada to\nbuy certain prescriptions,\u201d she said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">It\u2019s\ncheaper to plan a trip to Canada to buy the medications than it is to buy them\nin the state, she said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">And\nAARP is not alone in hearing stories of the extremes people will go to when it\ncomes to their prescriptions.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Universal\nHealth Care Foundation of Connecticut said that 20 percent of individuals\nreported not filling a prescription, cutting pills in half or skipping doses.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\nhear from our members that they are at a breaking point with this,\u201d Doroghazi\nsaid.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The\nbill passed out of the insurance committee, and is now in the finance committee\nwhich has until May 2 to vote on bills. From there the bill will first go to\nthe House and then the Senate to be voted on \u2014 all of this must be done before\nJune 5.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Residents\ncan help get the bill passed, Doroghazi said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cTheir\nexperiences matter and their voice matters. They can call or email their\nlegislators to share their stories on how the issue impacts them,\u201d she said.\n\u201cThe people of Connecticut don\u2019t have to accept the status quo. They can demand\nsomething better.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">AARP\nConnecticut has an online petition individuals can sign at aarp.org\/stoprxgreedct.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThis\nis part of the bigger issues of why it\u2019s so expensive to stay healthy in the\nUnited States. Other countries have figured out how to provide prescription\nmedications to their residents, why can\u2019t the U.S. do that. There\u2019s no reason\nfor this. Government can fix this,\u201d Doroghazi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AARP, with 38 million national members 50 years old and over launched the  <br \/>\u201cStop Rx Greed\u201d campaign last month to encourage legislative and executive action in lowering prescription drug prices. \u00a0 <\/p>\n\n\n<p class=\"wp-block-paragraph\"><em>Editor\u2019s note: CtLatinoNews has endorsed HB 7174 and partnered with AARP Connecticut to support passage of the bill.<\/em><\/p>\n\n","protected":false},"excerpt":{"rendered":"<p>\u201cThe people of Connecticut don\u2019t have to accept the status quo.
