{"id":5084488,"date":"2019-04-24T00:00:00","date_gmt":"2019-04-24T04:00:00","guid":{"rendered":"https:\/\/ctlatinonews.com\/more-police-in-schools-more-latino-arrests\/"},"modified":"2019-04-24T00:00:00","modified_gmt":"2019-04-24T04:00:00","slug":"more-police-in-schools-more-latino-arrests","status":"publish","type":"post","link":"https:\/\/latinonewsnetwork.com\/ctln\/2019\/04\/24\/more-police-in-schools-more-latino-arrests\/","title":{"rendered":"More Police In Schools = More Latino Arrests"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By <a href=\"https:\/\/twitter.com\/vickiadame\" target=\"_blank\" rel=\"noopener\">Vicki Adame<\/a>, <a href=\"http:\/\/ctln.local\/\" target=\"_blank\" rel=\"noopener\">CTLatinoNews.com<\/a><\/em><\/p>\n\n\n<p class=\"wp-block-paragraph\">The presence of\npolice officers on school campuses may contribute to more Latino students being\narrested or referred to law enforcement.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The average arrest rate of Latino students attending schools with school resource officers (SROs) was six times greater than the average arrest rate of Latino students attending schools without SROs, according to a <a href=\"http:\/\/www.ctvoices.org\/publications\/policing-connecticuts-hallways-prevalence-and-impact-school-resource-officers-connectic\" target=\"_blank\" rel=\"noopener\">study<\/a> done by <a href=\"http:\/\/www.ctvoices.org\/publications\/policing-connecticuts-hallways-prevalence-and-impact-school-resource-officers-connectic\" target=\"_blank\" rel=\"noopener\">Connecticut Voices for Children<\/a>. Overall, students at schools with SROs were at greater risk of discipline, according to the study which looked at the 2015-2016 school year.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In addition, having school resource officers (SROs) on campus did not appear to contribute to a safer school climate or improved academic outcomes, according to the study\u2019s findings. When looking at a number of school safety measures \u2014 including use of weapons, drugs, and alcohol; theft and property damage \u2014 the average number of incidents didn\u2019t significantly differ between schools with SROs and those without. And neither did the academic performance. <\/p>\n\n\n<p class=\"wp-block-paragraph\">Although schools\nand boards of education may request SROs as a means of improving public safety,\nthe study found no evidence to support those outcomes during the 2015-2016\nschool year. Statewide, only 24 percent of schools have SROs, according to\nstudy findings.<\/p>\n\n\n<h3 class=\"wp-block-heading\"> \u201cWhile many schools look to school resource officers to improve school safety and education outcomes, these findings are troubling evidence that their presence may contribute to increased discipline for minor offenses and far greater arrest rates for Latino students,\u201d <\/h3>\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile many schools look to school resource officers to improve school safety and education outcomes, these findings are troubling evidence that their presence may contribute to increased discipline for minor offenses and far greater arrest rates for Latino students,\u201d said Camara Stokes Hudson, an associate policy fellow at Connecticut Voices for Children. \u201cWe need to ensure that the presence of SROs does not lead to unnecessary discipline or exacerbate existing inequalities in our education system.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">Last year the\ntotal number of Latino students in Connecticut schools stood at just under\n133,000 and they made up 25 percent of the student population.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The school districts with the highest percentage of Latinos were:<\/p>\n\n\n<ul class=\"wp-block-list\"><li> New Britain 64 percent <\/li><li> Hartford and Waterbury 53 percent <\/li><li> Bridgeport 48 percent<\/li><li>New Haven 45 percent<\/li><li>Stamford 44 percent<\/li><\/ul>\n\n\n<p class=\"wp-block-paragraph\">New Britain High School reported having SROs on its campus during the 2015-2016 school year, according to the U.S. Department of Education Civil Rights Data Collection. According to the <a href=\"http:\/\/edsight.ct.gov\/SASPortal\/main.do\" target=\"_blank\" rel=\"noopener\">Connecticut State Department of Education<\/a>, in the 2015-2016 school year, New Britain High School had 20 weapons incident reports and 110 for fighting and battery. This was an increase from the 2014-2015 school year when the state reported 18 weapons incidents and 92 for fighting and battery. The report found there is no uniform definition or job description for SROs. And there is no uniform national definition of who can be a school resource officer and the role of an SRO.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In Connecticut, an\nSRO is defined as a \u201csworn police officer of a local law enforcement agency who\nhas been assigned to a school pursuant to an agreement between the local or\nregional board of education and the chief of police of a local law enforcement\nagency.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">And their roles\nand responsibilities vary widely. For example, responsibilities can range from\nmaintaining school security to teaching to mentoring students. Although their\nknowledge of emergency procedure means they can play an important role in a\ncrisis such as a school shooting, those efforts cannot supplant those of\nteachers, school administrators and mental health professionals in both\npreventing and managing a crisis, the study said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Based on its findings, the study made several\nrecommendations. School districts with SROs should have publically accessible\nmemoranda of understanding about the role of SROs, survey students about their\nexperiences with SROs, and share information with students and parents about\nstudents\u2019 rights.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Connecticut Voices for Children also recommended that the\nstate legislature request a study on SROs, including reviewing student\ndiscipline rates by race, gender and disability status.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThese steps can help to ensure that students, parents and\nschool staff have an informed understanding of the role of school officers in\ntheir school and the potential impact interactions with SROs may have on\ndifferent students,\u201d said Lauren Ruth, advocacy director at Connecticut Voices\nfor Children. \u201cWe need further investigation to explore how Connecticut\nchildren perceive their experiences with SROs and to understand how children\nmay be affected by
