{"id":5084417,"date":"2019-07-21T00:00:00","date_gmt":"2019-07-21T04:00:00","guid":{"rendered":"https:\/\/ctlatinonews.com\/latino-drivers-pulled-over-at-higher-rates\/"},"modified":"2019-07-21T00:00:00","modified_gmt":"2019-07-21T04:00:00","slug":"latino-drivers-pulled-over-at-higher-rates","status":"publish","type":"post","link":"https:\/\/latinonewsnetwork.com\/ctln\/2019\/07\/21\/latino-drivers-pulled-over-at-higher-rates\/","title":{"rendered":"Latino drivers pulled over at higher rates"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An analysis of 2017 police traffic stops found that Latino and black drivers were pulled over at higher rates and were treated more harshly than their white counterparts.<\/p>\n\n\n<p class=\"wp-block-paragraph\">A report released\nby the Central Connecticut State University\u2019s Institute for Municipal and\nRegional Policy examined about 542,000 traffic stops made by local police\nduring 2017.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Minorities were\ntreated differently than whites, in many cases, after being pulled over, the\nreport said. <\/p>\n\n\n<p class=\"wp-block-paragraph\">The data showed\nthere were large and statistically significant disparities in how minorities\nwere treated statewide during a traffic stop.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThe new post-stop test for differential outcomes provides compelling evidence that minority motorists receive different dispositions (tickets, warnings, searches) after a stop is made, even after we condition on the basis for the stop and other potentially confounding factors,\u201d the study authors wrote.<\/p>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<h4 class=\"wp-block-heading\">The bar for searching a minority motorist was lower than that of white drivers, the report said. It also found that police are less likely to be successful in finding incriminating evidence when searching a minority motorist compared to a white motorist. <\/h4>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<p class=\"wp-block-paragraph\">But overall, progress\nwas made by many police departments to reduce disparities in the decision to\nstop non-white motorists. However, minority motorists are treated harsher than\nwhite motorists overall, according to the study.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Latinos and blacks\nwere less likely than whites to only receive a warning for equipment violations.\nThey were more likely to be searched after being stopped for violations\ninvolving registration, license, wearing seat belts and using cellphones while\ndriving, the report said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThis year\u2019s report\nis evidence that we are making progress in addressing our racial and ethnic\ndisparities, but more work is needed to achieve the goal of eliminating\ndisparities and to increase trust between police and the communities they\nserve,\u201d William Dyson, chair of the Racial Profiling Advisory Board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report found that Fairfield, Derby, Meriden, Wethersfield, and State Police Troop C and K had statistically significant racial or ethnic disparity in traffic stops. Fairfield and Derby hadn\u2019t been identified in previous years. Meriden did make progress with fewer racial and ethnic disparities this year, while Wethersfield remains fairly consistent, according to the study\u2019s authors.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The Wethersfield Police Department is the only agency statewide that have been named in all four annual reports. Police Chief James Cetran, who is a critic of the report analysis, said the reports do not fully account for large numbers of minorities from neighboring Hartford who drive into Wethersfield each day.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The new statewide traffic stop numbers appear to show little progress has been made, said Scot Esdaile, president of the Connecticut State Conference of the NAACP.<\/p>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong>\u201cThis has been going on too long and we\u2019re not seeing meaningful change. <\/strong><\/p><cite>Scot Esdaile, president of the Connecticut State Conference, NAACP <\/cite><\/blockquote>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<p class=\"wp-block-paragraph\">\u201cThis has been going\non too long and we\u2019re not seeing meaningful change,\u201d Esdaile said. \u201cThe bottom\nline is that law enforcement needs to be held accountable.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">Connecticut is one of\nonly a few states that collect statewide data on traffic stops. The data\ncollection is mandated by a 1999 state law aimed at preventing racial\nprofiling.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Cheshire Police Chief Neil Dryfe, who serves on a state advisory board that oversees the requirements of the 1999 law, said that law enforcement officials are still concerned that many factors that affect stops are not being considered by the analysts, including drivers from cities with large minority populations traveling into nearby towns with lower percentages of blacks and Latinos.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><em>Source: AP,
