{"id":5084248,"date":"2020-03-16T00:00:00","date_gmt":"2020-03-16T04:00:00","guid":{"rendered":"https:\/\/ctlatinonews.com\/proposed-bill-would-cap-monthly-cost-of-insulin\/"},"modified":"2020-03-16T00:00:00","modified_gmt":"2020-03-16T04:00:00","slug":"proposed-bill-would-cap-monthly-cost-of-insulin","status":"publish","type":"post","link":"https:\/\/latinonewsnetwork.com\/ctln\/2020\/03\/16\/proposed-bill-would-cap-monthly-cost-of-insulin\/","title":{"rendered":"Proposed bill would cap monthly cost of insulin"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"> <em><a href=\"https:\/\/twitter.com\/vickiadame\" target=\"_blank\" rel=\"noopener\">Vicki Adame,<\/a>&nbsp;<a href=\"http:\/\/ctln.local\/\" target=\"_blank\" rel=\"noopener\">CTLatinoNews.com<\/a><\/em> <\/p>\n\n\n<p class=\"wp-block-paragraph\">Jesus Morales Sanchez knows first-hand the problem of not being able to pay for his insulin or being able to get an emergency refill.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Morales, 25, found out he had Type 1 diabetes on Oct. 6,\n2018 \u2014 two weeks before his 24<sup>th<\/sup> birthday.<\/p>\n\n\n<p class=\"wp-block-paragraph\">However, he is not the only diabetic in his family. His\nmother has been a Type 2 diabetic for 12 years. Morales recounted how his\nmother had been covered under her former spouses\u2019 plan, but when they divorced she\nhad to apply for coverage under the Affordable Care Act. But there was a\ntwo-week period before her new plan took effect. And during that time she ran\nout of insulin. Morales said they went to their local pharmacy and attempted to\nbuy enough to cover her for the two weeks.&nbsp;\nBut the pharmacy would only sell a full box at a cost of $600 \u2014 an\namount she could not pay out of pocket.<\/p>\n\n\n<p class=\"wp-block-paragraph\">For those two weeks, Morales shared his own box of insulin\nwith his mom.<\/p>\n\n\n<p class=\"wp-block-paragraph\">But a newly introduced bill, SB 1, would prevent scenarios\nlike this from happening.<\/p>\n\n\n<p class=\"wp-block-paragraph\">SB 1, co-sponsored by Democrats from both chambers, would among other things, require licensed pharmacists to provide insulin, equipment, and supplies without prescription under certain circumstances. It would also expand the required health insurance coverage for diabetes medications and supplies. And it would cap the cost of insulin and non-insulin diabetes drugs at $50 per month.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cMore than 350,000 Connecticut residents have diabetes, and if they need insulin or other medication, not being able to take it as prescribed can be fatal or lead to negative health outcomes.\u201d <\/p><cite> Anna Doroghazi, associate state director, policy and advocacy for AARP CT <\/cite><\/blockquote>\n\n\n<p class=\"wp-block-paragraph\">\u201cIn an AARP survey of Hispanic\/Latino voters age 50 or older, 32 percent of respondents said they had not filled a prescription from their doctor because of the cost. This is unacceptable. Capping the price of insulin would be a good first step toward making sure that everyone in Connecticut can afford to take the medication they need to stay alive and healthy,\u201d said Anna Doroghazi, associate state director, policy and advocacy for AARP CT. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/local.aarp.org\/hartford-ct\/\" target=\"_blank\" rel=\"noopener\">AARP CT<\/a> is supporting SB 1 and has launched the Stop Rx Greed campaign to support its passage.<\/p>\n\n\n<p class=\"wp-block-paragraph\">According to the National Diabetes Statistics Report 2020, a periodical publication of the <a href=\"https:\/\/www.cdc.gov\/\" target=\"_blank\" rel=\"noopener\">Centers for Disease Control and Prevention (CDC)<\/a>, among Hispanic adults, Mexican and Puerto Ricans had the highest rates of diabetes at 14.4 percent and 12.4 percent, respectively. They were followed by Central and South Americans at 8.3 percent and Cubans at 6.5 percent.<\/p>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<h4 class=\"wp-block-heading\">In Connecticut, the rates of Type 2 diabetes among Hispanics is 12.1 percent compared to 7.4 percent for non-Hispanic whites in the state, according to a 2019 study by the University of Connecticut School of Medicine. <\/h4>\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<p class=\"wp-block-paragraph\">SB 1 has strong support among the state\u2019s legislators.\nSenator Matt Lesser said SB 1 will make sure that nobody in the state dies\nbecause they can\u2019t afford insulin.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cThat means establishing a $50 a month cap in insulin for people with insurance \u2014 and low-cost access to insulin and supplies for people who don\u2019t have insurance or who are underinsured. That\u2019s particularly important for immigrant communities \u2014 including many Latino residents,\u201d Lesser said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The cap on the cost of insulin would be a welcome relief for\nSanchez.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Even with insurance, he said, \u201cA significant part of my\nincome goes into treatment.\u201d<\/p>\n\n\n<p class=\"wp-block-paragraph\">And being able to go to a pharmacy to get insulin in an\nemergency \u201ccan be literally a matter of life or death,\u201d he said.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Sanchez believes more needs to be done to stem the rising\ncost of insulin.<\/p>\n\n\n<p class=\"wp-block-paragraph\">With some products, if the price continues to increase people will simply stop buying it. <\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cWe cannot afford not to buy insulin; the alternative is\ndeath. I don\u2019t think people realize how vital it is, it\u2019s like water, like air.\nWithout insulin our bodies will start shutting down,\u201d Sanchez said. <\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople put profits over lives. In other countries, you can buy it (insulin) over the counter and it\u2019s much cheaper. That shows that the real issue is greed. It is outrageous. It is cruel.
